Confirm Letterman Articles

Tell ICS which articles already exist in Letterman. This does not rewrite articles. It records the published URL and optional CTA destination so ICS knows what has actually been published.
Operator rule: mark an article as published only when it really exists in Letterman. The published URL becomes the record ICS uses for future newsletter links and duplication checks.
